Born 21 August 1865 in County Tipperary, Ireland.

William Newcombe Willis was the founder of Devonshire Park Football Club, playing at the ground of the same name.

In 1890, William became the Secretary for the club, Secretary being the name used in amateur clubs instead of Manager.

During his tenure the club won Sussex Senior Cup 7 times between 1890 and 1903, Tournoi du Novel An Paris in 1904 and the Eastbourne Charity Cup twice in 1898 and 1900.

William’s successor as Club Secretary in 1906 was David Noakes

William passed away in Uckfield on 27 November 1940
